Director of Libraries
Jennifer Spillman, MLIS
Jennifer Spillman is the Director of Libraries for the Muskingum County Library System. Jennifer grew up in southeastern Ohio and is proud to return to the area and make Zanesville her home as she works to elevate library services in the county. Jennifer has been serving patrons in academic and public libraries since 1991. She is a passionate library leader continuously striving to serve and create connections among 21st century learners, helping them to grow, enhance, and construct knowledge in innovative ways in a welcoming, inspiring, and empowering library atmosphere. Her main purpose, as that of the timeless library, is to focus on the people who unify our communities; knowing and understanding their needs and guiding the provision of relevant library services to encourage exploration, creation, and collaboration. She endeavors to help people believe in themselves, achieve their dreams, and to attain success in life.
Jennifer holds a BS in Management and a Minor in Business Administration from Ohio University and a Masters in Library and Information Science from Kent state University. She served as Board President & Treasurer of SWON Libraries and is active in both OLC and ALA.
When not at work Jennifer enjoys gardening, traveling with her robust family of 5 children, and volunteering her services to provide meals for the less fortunate.
Manages and directs the operations, services, programs and staff of Reference Customer Service, Children’s Customer Service, Circulation, Branch Libraries, and Public Relations departments within the Library, oversees the Friends of the Library volunteer group, and develops the promotion and coordination of library services, partnerships, and programs within the community.
Stacey L. Russell, CPA, CPFO
As Fiscal Officer, Stacey, under Board direction is responsible for the financial operations of the Library. She ensures that all financial operations comply with state and local laws, the directives of the State Auditor, and policies and decisions of the Muskingum County Library Board of Trustees. Stacey is a graduate of Marietta College; is a CPA and Certified Public Finance Officer.
Human Resources Manager
Lynn M. Mercer, PHR, SHRM-CP
Lynn Mercer screens applicants for employment and facilitates the hiring of qualified individuals to provide exceptional service to library customers. She administers employee benefits, ensures the library’s compliance with labor laws, serves as safety compliance officer, handles and advises in resolution of labor grievances, reviews all disciplinary actions, and coordinates staff development, recognition and wellness programs. Lynn is a graduate of Ohio University and is certified through both HRCI and SHRM as a Professional in Human Resources.
Christy Clark manages technology-related systems at the library. She also takes care of the computer lab and manages the Technical Services where the processing of all library content takes place.
Emerging Technologies Manager
Sean Fennell, MFA
Sean manages the online presence and digital content services at the Muskingum County Library System. As the Emerging Technologies Manager, Sean researches and implements new technologies to provide enriching digital services to the community. He also teaches library customers and staff about the use of digital content and new technologies. Sean received his BA in Studio Art and Art History from Willamette University and his MFA in Digital Media/Visual Arts from Washington University in St. Louis.
